We do applaud the project for its the 240 deeply affordable housing units and a community space for the beloved Afro-Latin Jazz Association (ALJA).
But here are the 3 issues:
1) Mayor Eric Adams disregards East Harlem Neighborhood Plan (2016) which requested supportive housing for East Harlem artists, seniors, homeless households, and adults living with HIV.
10+ community meetings were held to compile the East Harlem Neighborhood Plan (2016) which requested supportive housing for East Harlem artists, seniors, homeless households, and adults living with HIV.
2) Mayor Eric Adams disregards Community Board 11’s moratorium (2021-2023) to cease the addition of social services in a district that is over-saturated due to decades of redlining.
East Harlem, especially the area under the Park Avenue Viaduct, has been over-saturated with social services unwanted by other districts over the decades
3) Mayor Eric Adams awards a social service provider, Lantern Organization, that failed to provide quality services thus far a bigger contract and free public land. We fail to hold providers accountable.

Background & Timeline
In 2021, the Housing Development and Preservation Corp (HPD) accepted the Timbale Terrace development proposed by Lantern Organization for a RFP launched in 2019 for a vacant publicly owned lot on 119th Street and Park Avenue, currently used as the police’s parking lot. This land is designated to be built into affordable and supportive housing as part of the East Harlem Rezoning Plan based on the East Harlem Neighborhood Plan. This plan reflects East Harlem community feedback based on 8 listening sessions held in 2016.
