Redlining of East Harlem, Especially close to the Park Avenue Viaduct
In an area that has excessive density of social services, adding more vulnerable individuals can worsen the condition of open-air drug use and drug dealing. (Note: The population to be added is in the 15/15 program is described by the government as "Chronically homeless single adults with a serious mental illness (SMI), a substance use disorder (SUD) (including those who are actively using or have started their recovery process within the last 12 months), or those who may have a co-occurring SMI and SUD". The city is perpetuating a long history of putting social services undesirable to other districts to the area near the Park Avenue Viaduct. More broadly, East Harlem is over-saturated with social services, which led the community board 11 to pass a resolution to ask the government to stop adding more (see here)
In the area near Timbale Terrace are Prospero Hall and Schafer Hall, two Supportive Housing, managed by Lantern is placed there, so as 5 other SRO (Single Residential Occupancy) Supportive Housing funded by Department of Mental Health (see below).
Newly added is Castle III, a building for formerly incarcerated individuals managed by Fortune Society. Up a few block is the Lee Building, which is New York City's largest drug treatment program, next to which is the Nation's first Drug Consumption Site, OnPoint.
